The Secretary of Defense, acting through the Under Secretary of Defense for Research and Engineering, shall include in the materials submitted to Congress by the Secretary of Defense in support of the budget of the President for each fiscal year (as submitted to Congress under section 1105 of title 31, United States Code) a budget justification for all activities conducted under a Small Business Innovation Research Program or Small Business Technology Transfer Program (as such terms are defined, respectively, in section 9(e) of the Small Business Act ( 15 U.S.C. 638(e) )) of the Department of Defense during the previous fiscal year. The budget justification under subsection
(a)shall include— the amount obligated or expended, by appropriation and functional area, for each activity conducted under a Small Business Innovation Research Program or Small Business Technology Transfer Program, with supporting narrative descriptions and rationale for the funding levels; and a summary and estimate of funding required during the period covered by the current future-years defense program (as defined under section 221 of title 10, United States Code). The requirements of this section shall terminate on December 31, 2022.
