Not later than September 30, 2019, the Secretary of Defense shall transfer all roles, missions, and responsibilities of the Commander, Joint Force Headquarters–Department of Defense Information Networks (JFHQ–DODIN) from the Defense Information Support Agency to the Commander, United States Cyber Command. Prior to the transfer required under subsection (a), the Secretary of Defense shall certify in writing to the congressional defense committees that such transfer shall not result in mission degradation.
