Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall— evaluate the operational requirements for members of the Armed Forces possessing foreign language expertise in critical East Asian languages, including Chinese, Korean, and Russian; and submit to the congressional defense committees a plan to address any shortfalls in these critical areas.
