Section 1102 of title 31, United States Code, is amended— by striking October 1 and inserting January 1 ; and by striking September 30 of the following year and inserting December 31 of that year . The amendments made by subsection
(a)shall be effective on January 1, 2020. During the period between October 1, 2019, and December 31, 2019, Congress shall provide discretionary appropriations at a rate comparable to the rate of funding provided in fiscal year 2019.
