Chapter 2003 of title 54, United States Code, is amended by adding at the end the following: Of the overall amount appropriated from the Fund for a fiscal year, not less than 5 percent shall be available for the program under chapter 69 of title 31, United States Code (commonly known as the Payment In-Lieu of Taxes Program ). .
