Not later than 90 days after the date on which funds are made available to carry out this Act, the Secretary of Health and Human Services shall enter into an agreement with the National Academy of Sciences for 2 public workshops to provide the Working Group with information to assist in the development of the national plan under section 102(a). The agreement under subsection
(a)shall include the creation of a steering committee to plan and conduct such workshops. The agreement under subsection
(a)shall include the commission of experts to prepare research papers that summarize and critique literature on the economic and social costs of child poverty.
