Section 507 of the Western and Central Pacific Fisheries Convention Implementation Act ( 16 U.S.C. 6906 ) is amended by adding at the end the following: No person fishing on a United States flag fishing vessel in the Convention Area shall be subject to any penalty under this Act or any other law or regulation applicable to such vessels based on a report by an observer on such a vessel, unless— the observer report is provided to the captain and the owner of the vessel within 60 days after the end of the fishing trip; and any enforcement action based on such report is brought within one year after the end of the fishing trip. .
