The Commission shall include in any press release regarding the issuance of a notice of apparent liability under section 503(b)(4) of the Communications Act of 1934 ( 47 U.S.C. 503(b)(4) ) a disclaimer informing consumers that— the issuance of a notice of apparent liability should be treated only as allegations; and the amount of any forfeiture penalty proposed in a notice of apparent liability represents the maximum penalty that the Commission may impose for the violations alleged in the notice of apparent liability.
