Section 125(d) of title 23, United States Code, is amended— by striking paragraph (4); and by redesignating paragraph
(5)as paragraph (4). Out of funds of the Treasury not otherwise appropriated, there is appropriated to the emergency fund established under section 125 of title 23, United States Code, $2,122,000,000 for fiscal year 2018, to remain available until expended, for the repair or reconstruction of highways, roads, and trails in Puerto Rico and the Virgin Islands.
