Section 147(a) of the Workforce Innovation and Opportunity Act ( 29 U.S.C. 3197(a) ) is amended— in paragraph (1)(A), by inserting or similar agency of an outlying area, after local agency ; and in paragraph (2)(B)(i)(III), by inserting (or outlying area) after State . Section 188(a)(5) of the Workforce Innovation and Opportunity Act ( 29 U.S.C. 3248(a)(5) ) is amended by inserting before the period at the end the following: , and citizens of the Republic of the Marshall Islands, the Federated States of Micronesia, or the Republic of Palau, who were admitted to the United States as nonimmigrants under the terms of the applicable Compact of Free Association with the United States .
