The purposes of this Act are to— strengthen protections for employees engaged in collective action to improve their wages, hours, and terms and conditions of employment; expand coverage under the Act to more employees; provide a process by which workers and employers can successfully negotiate an initial collective bargaining agreement; provide for stronger remedies for employees who face retaliation, discrimination, or other interference with the legal right of the employees to engage in collective action; provide for penalties against employers who violate the rights of employees to engage in collective action, in order to act as a meaningful deterrent against violating the law; and streamline the enforcement procedures of the National Labor Relations Board to provide for more timely and effective enforcement of the law.
