The amendments made by this Act to— sections 553, 556, and 704 of title 5, United States Code; subsection
(b)of section 701 of such title; paragraphs
(2)and
(3)of section 706(b) of such title; and subsection
(c)of section 706 of such title, shall not apply to any rule makings pending or completed on the date of enactment of this Act.
