Title VII of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5201 et seq.) is amended by adding at the end the following: Notwithstanding any other provision of law, the Federal Government may not reimburse an entity for an activity carried out pursuant to a contract that— involves assistance under this Act; and prohibits the Administrator of the Federal Emergency Management Agency or the Comptroller General of the United States from auditing or otherwise reviewing any aspect of the contract. .
