Each of the rules described in subsection
(b)shall apply as published on the date referred to in such subsection for such rule, unless— the Secretary of the Interior determines that modifications to such rule are necessary; and such modifications are more protective of National Parks or National Wildlife Refuges, as applicable. The rules referred to in subsection
(a)are— the rule entitled General Provisions and Non-Federal Oil and Gas Rights; Final Rule , as published in the Federal Register November 4, 2016 (81 Fed. Reg. 77972); and the rule entitled Management of Non-Federal Oil and Gas Rights , as published November 14, 2016 (81 Fed. Reg. 79948).
