Section 316(a) of the Consolidated Farm and Rural Development Act ( 7 U.S.C. 1946(a) ) is amended by adding at the end the following: Notwithstanding subtitle A or this subtitle, the liability for a farm ownership loan or farm operating loan under such subtitles to a cooperative of family farm farmers shall be required to attach to the individual members of the cooperative, as determined by the Secretary. .
