Not later than one year after the date of the enactment of this Act, the Secretary of Agriculture shall submit to Congress a report identifying— the barriers that exist to prevent or hinder the ability of beginning farmers and ranchers in accessing whole farm revenue insurance and other crop insurance products available under the Federal Crop Insurance Act; and the regulatory or operational changes that are necessary to provide beginning farmers and ranchers with full, unhindered access to these crop insurance products.
