Section 1729(a) of title 38, United States Code, is amended by adding at the end the following new paragraph: Notwithstanding any other provision of law, any amount that the United States may collect or recover under this section shall not affect any copayment amount a veteran is otherwise obligated to pay under this chapter. . The amendment made by subsection
(a)shall take effect on the date of the enactment of this Act and apply with respect to a copayment obligation that arises on or after the date of the enactment of this Act.
