There are authorized to be appropriated to carry out this subtitle— $1,300,000,000 for fiscal year 2018; $3,250,000,000 for fiscal year 2019; $5,780,000,000 for fiscal year 2020; $7,580,000,000 for fiscal year 2021; $8,960,000,000 for fiscal year 2022; and such sums as may be necessary for each of fiscal years 2023 through 2027.
