Section 406 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5172 ) is amended to read as follows: The President may provide assistance to a State— for the repair, restoration, reconstruction, or replacement of a public facility which is damaged or destroyed by a major disaster and for associated expenses incurred by the State or a local government thereof; or for the repair, restoration, reconstruction, or replacement of a private nonprofit facility damaged or destroyed by a major disaster and for associated expenses incurred by the owner or operator of such facility, if the State agrees to reimburse the United States for all expenses incurred in providing such assistance. .
