Section 306 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5149 ) is amended— in subsection
(b)by striking In performing any services under this Act, and inserting Subject to subsection (c), in performing any services under this Act with respect to a major disaster or emergency ; and by adding at the end the following: A Federal agency may only incur costs with respect to compensation, employment, or obligations under subsection
(b)in connection with a disaster or emergency if the Federal Government has entered into an agreement with the State or States affected by the major disaster or emergency for reimbursement of all such costs. .
