Sec. 441. Select subcommittee

Section 411 of the FAA Modernization and Reform Act of 2012 ( 49 U.S.C. 42301 prec. note), as amended by this Act, is further amended— by redesignating subsections
(g)and
(h)as subsections
(h)and (i), respectively; and by inserting after subsection
(f)the following: The Secretary shall establish a select subcommittee of the advisory committee to advise the Secretary and the advisory committee on issues related to the air travel needs of passengers with disabilities. The select subcommittee shall— identify the disability-related access barriers encountered by passengers with disabilities; determine the extent to which the programs and activities of the Department of Transportation are addressing the barriers identified under subparagraph (A); recommend consumer protection improvements related to the air travel experience of passengers with disabilities; advise the Secretary with regard to the implementation of section 41705 of title 49, United States Code; and conduct such other activities as the Secretary considers necessary to carry out this subsection. The select subcommittee shall be composed of members appointed by the Secretary, including at least 1 individual representing each of the following: National disability organizations. Air carriers and foreign air carriers with flights in air transportation. Airport operators. Contractor service providers. A member of the select subcommittee may also be a member of the advisory committee. Not later than 1 year after the date of establishment of the select subcommittee, the select subcommittee shall submit to the advisory committee and the Secretary a report on the air travel needs of passengers with disabilities that includes— an assessment of existing disability-related access barriers and any emerging disability-related access barriers that will likely be an issue in the next 5 years; an evaluation of the extent to which the programs and activities of the Department of Transportation are eliminating disability-related access barriers; a description of consumer protection improvements related to the air travel experience of passengers with disabilities; and any recommendations for legislation, regulations, or other actions that the select subcommittee considers appropriate. Not later than 60 days after the date on which the Secretary receives the report under subparagraph (A), the Secretary shall submit to Congress a copy of the report, including any additional findings or recommendations that the Secretary considers appropriate. The Secretary shall designate, from among the individuals appointed under paragraph (3), an individual to serve as chairperson of the select subcommittee. Subsections
(c)and
(d)shall apply to the select subcommittee. The select subcommittee established under this subsection shall terminate upon submission of the report required under paragraph (4)(A). .
