Not later than 1 year after the date of enactment of this Act, the Secretary of Transportation shall issue a notice of proposed rulemaking addressing— accommodations for air travelers with disabilities with respect to in-flight entertainment; accessible lavatories on single-aisle aircraft; and service animals. Not later than 1 year after the date on which the notice of proposed rulemaking is issued, the Secretary shall publish a final rule based on such notice.
