Section 44704 of title 49, United States Code, is amended by adding at the end the following: Notwithstanding any other provision of law, the Administrator may accept funds from an applicant for a certificate under this section to hire additional staff or obtain the services of consultants and experts to facilitate the timely processing, review, and issuance of certificates under this section. Nothing in this section may be construed as permitting the Administrator to grant priority or afford any preference to an applicant providing funds under paragraph (1).
The Administrator shall implement such policies and procedures as may be required to ensure that the acceptance of funds under paragraph
(1)does not prejudice the Administrator in the issuance of any certificate to an applicant. Notwithstanding section 3302 of title 31, any funds accepted under this subsection— shall be credited as offsetting collections to the account that finances the activities and services for which the funds are accepted; shall be available for expenditure only to pay the costs of activities and services for which the funds are accepted; and shall remain available until expended. .
