Not later than 1 year after the date of enactment of this Act, the Comptroller General of the United States shall complete a study, and report to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the United States Senate on the results thereof, on the effectiveness of Order 8000.373, Federal Aviation Administration Compliance Philosophy, announced on June 26, 2015. Such study shall include information about— whether reports of safety incidents increased following the order; whether reduced enforcement penalties increased the overall number of safety incidents that occurred; and whether FAA enforcement staff registered complaints about reduced enforcement reducing compliance with safety regulations.
