Not later than January 20, 2021, the Secretary shall upgrade existing forward operating bases of U.S. Border Patrol on or near the southern border to ensure that such bases meet the minimum requirements set forth in subsection (b). Each forward operating base operated by U.S. Customs and Border Protection shall be equipped with— perimeter security; short-term detention space (separate from existing housing facilities); portable generators or shore power sufficient to meet the power requirements for the base; interview rooms; adequate communications, including wide area network connectivity; cellular service; potable water; and a helicopter landing zone.
