Funds appropriated under titles III and IV of this Act shall be made available for programs and activities to counter and defeat violent extremism and foreign fighters abroad, which shall include components to— counter the recruitment, radicalization, movement, and financing of such extremists and foreign fighters; secure borders of countries impacted by extremism; assist countries impacted by extremism to implement and establish criminal laws and policies to counter extremists and foreign fighters; and promote and strengthen democratic institutions and practices in countries impacted by extremism.
The Secretary of State shall— promptly inform the appropriate congressional committees of each instance in which assistance provided pursuant to this section has been diverted or destroyed, to include the type and amount of assistance, a description of the incident and parties involved, and an explanation of the response of the Department of State or the United States Agency for International Development, as appropriate; and ensure programs to counter and defeat violent extremism and foreign fighters abroad are coordinated with and complement the efforts of other United States Government agencies and international partners.
