Funds appropriated by this Act under the headings Development Assistance and Economic Support Fund shall be made available for programs in countries affected by significant populations of internally displaced persons or refugees to— expand and improve host government social services and basic infrastructure to accommodate the needs of such populations and persons; alleviate the social and economic strains placed on host communities, including through programs to promote livelihoods, vocational training, and formal and informal education; improve coordination of such assistance in a more effective and sustainable manner; and leverage increased assistance from donors other than the United States Government for central governments and local communities in such countries.
