None of the funds made available by this Act may be used by the Environmental Protection Agency to enforce notification requirements respecting released substances under subsections
(a)through
(d)of section 103 of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 ( 42 U.S.C. 9603 ) or subsections
(a)through
(c)of section 304 of the Emergency Planning and Community Right-To-Know Act of 1986 ( 42 U.S.C. 11004 ) with respect to releases of hazardous substances from animal waste at farms.
