In issuing a permit under section 402(p) of the Federal Water Pollution Control Act ( 33 U.S.C. 1342(p) ), the Administrator of the Environmental Protection Agency (or the State, in the case of a permit program approved under section 402(b) of such Act) shall evaluate the capacity of stormwater capture and reuse programs, on-site stormwater retention standards, green infrastructure projects, and adoption of other innovative practices, to reduce the discharge of pollutants to the maximum extent practicable and to produce additional benefits.
The Administrator shall provide technical assistance to communities to develop integrated plans for the purposes of complying with Federal Water Pollution Control Act regulations for municipal wastewater and stormwater management. There is authorized to be appropriated to carry out this section $10,000,000 for each of fiscal years 2018 through 2022.
