It is the sense of Congress that open dialogue and continued mechanisms for regular engagement encourages further cooperation between applicable departments, agencies, ministries, institutions of higher education, and the private sectors of the United States and Israel on water security issues. There is established a United States-Israel Water Cooperation Working Group (in this section referred to as the Working Group ). The Working Group shall be composed of the following officials or their designees:
The Secretary of State. The Secretary of Agriculture. The Secretary of Energy. The Secretary of the Interior. The Administrator of the Environmental Protection Agency. The Secretary of State shall serve as chairperson of the Working Group. The Working Group shall seek to strengthen dialogue between the United States and Israel in order to— improve the use of water resources through water-saving technologies and practices; counter water shortages; modernize pipeline and other applicable infrastructure; and pursue best practices in drip irrigation, water recycling, and desalination.
