A person aggrieved of any violation of this Act or an amendment made by this Act may bring a civil action in an appropriate district court of the United States. For a prevailing plaintiff in a civil action brought under subsection (a), the court— shall award damages in the amount equal to the greater of— the actual damages of the plaintiff; or $1,000 for each violation of this Act or an amendment made by this Act; and may order injunctive relief.
