Not later than the expiration of the 180-day period beginning on the date of the enactment of this Act, the Secretary shall issue regulations to carry out the following provisions of this title: Subsections
(c)and
(e)of section 305. Section 308(b). Paragraphs (4), (5), (8), (9), and
(12)of section 315.
