Section 4(e) of the Federal Power Act ( 16 U.S.C. 797(e) ) is amended— by striking adequate protection and utilization of such reservation and all that follows through That no license affecting the navigable capacity and inserting adequate protection and utilization of such reservation: ; and Provided further, That no license affecting the navigable capacity by striking deem and inserting determine . Section 18 of the Federal Power Act ( 16 U.S.C. 811 ) is amended by striking the second, third, and fourth sentences.
