In this Act: The terms atrocity crimes and mass atrocities mean large scale and deliberate acts of violence against civilians and include genocide, war crimes, crimes against humanity, and ethnic cleansing. The term genocide has the meaning given the term in section 1091(a) of title 18, United States Code. The term peacebuilding means nonviolent activities designed to prevent conflict through— addressing root causes of violence; promoting sustainable peace; delegitimizing violence as a dispute resolution strategy; building capacity within society to peacefully manage disputes, including the capacity of governments to address citizen grievances; and reducing vulnerability to triggers that may spark violence.
The term Secretary means the Secretary of State. The term war crime has the meaning given the term in section 2441(c) of title 18, United States Code.
