Not later than 150 days after the date of enactment of this Act, the Administrator shall— review the Certified Cargo Screening Program, including— consideration of the degree to which the Program is effective at fully addressing evolving threats to air cargo, particularly as air cargo volumes fluctuate; and identification of any vulnerabilities in the Program and effectiveness of information sharing with air cargo security stakeholders; and submit to the appropriate committees of Congress a report on the findings of the review under paragraph (1), including— a description of the actions the Administrator has taken to improve the Program; and a description of the actions the Administrator will take to address the findings of the review under paragraph (1), including any plans to issue new rulemaking, if necessary.
