Not later than 30 days after the date of enactment of this Act, the Administrator shall convene a working group consisting of representatives of the TSA and representatives of the labor organization representing security screening personnel to recommend reforms to the TSA’s personnel management system, including appeals to the Merit Systems Protection Board and grievance procedures. Not later than 1 year after the date of enactment of this Act, the working group convened under subsection
(a)shall submit to the Administrator and the appropriate committees of Congress a report containing proposed, mutually agreed-upon recommendations to reform the TSA’s personnel management system. To the extent authorized under law, the Administrator may implement 1 or more of the recommendations submitted under subsection (b). The working group shall terminate on the date that the report is submitted under subsection (b).
