Not later than 120 days after the date of enactment of this Act, the Administrator shall identify and implement a strategy to— advance near-term and long-term uses of enhanced surveillance systems, such as space-based ADS–B, within United States airspace or international airspace delegated to the United States; exercise leadership on setting global standards for the separation of aircraft in oceanic airspace by working with— foreign counterparts of the Administrator in the International Civil Aviation Organization and its subsidiary organizations; other international organizations and fora; and the private sector; and ensure the participation of the Administration in the analysis of trials of enhanced surveillance systems, such as space-based ADS–B, performed by foreign air navigation service providers in North Atlantic airspace.
