Subject to subsections
(b)and (c), the Administrator shall periodically review and amend, as necessary, the interpretive rule (68 Fed. Reg. 7444) that provides guidance to the public on the types of property considered to be weapons, explosives, and incendiaries prohibited under section 1540.111 of title 49, Code of Federal Regulations. Before determining whether to amend the interpretive rule to include or remove an item from the prohibited list, the Administrator shall— research and evaluate— the impact, if any, the amendment would have on security risks; the impact, if any, the amendment would have on screening operations, including effectiveness and efficiency; and whether the amendment is consistent with international standards and guidance, including of the International Civil Aviation Organization; and consult with appropriate aviation security stakeholders, including ASAC. Except for plastic or round bladed butter knives, the Administrator may not amend the interpretive rule described in subsection
(a)to authorize any knife to be permitted in an airport sterile area or in the cabin of an aircraft. The Administrator shall— publish in the Federal Register any amendment to the interpretive rule described in subsection (a); and notify the appropriate committees of Congress of the amendment not later than 3 days before publication under paragraph (1).
