Not later than 90 days after the date of enactment of this Act, the Secretary of Homeland Security shall transmit to the appropriate committees of Congress a report on the following: The average completion time of an appeal under the appeals process established under section 70105(c)(4) of title 46, United States Code. The most common reasons for any delays at each step in such process. Recommendations on how to resolve any such delays as expeditiously as possible.
