Not later than 1 year after the date on which the Secretary receives the final evaluation results under section 5 for eligible institutions that were awarded grants under section 4 for the same fiscal year, the Secretary shall submit to Congress a report that includes— the number of grants awarded under section 4 for such fiscal year, and the amount of such grants; the number of grants awarded under section 3 to eligible institutions that received or would have been eligible for the grants described in paragraph (1), and the amount of such grants; and such final evaluation results.
