To carry out this Act, there are authorized to be appropriated $250,000,000 for fiscal year 2018 and such sums as may be necessary for each of fiscal years 2019 through 2028. From the funds appropriated under subsection
(a)for each fiscal year, the Secretary shall reserve— not less than 40 percent for grants to eligible entities under section 5; not less than 55 percent for grants to States under section 6; and not less than 5 percent for national activities under section 8.
