Sec. 117. Report to Congress on cost savings and efficiency

Not later than two years after the date of the enactment of this Act, the Secretary of Homeland Security, acting through the Under Secretary of Homeland Security for Management, shall submit to the congressional homeland security committees a report that includes each of the following: A detailed accounting of the management and administrative expenditures and activities of each component of the Department of Homeland Security and identifies potential cost savings, avoidances, and efficiencies for those expenditures and activities.
An examination of major physical assets of the Department, as defined by the Secretary; A review of the size, experience level, and geographic distribution of the operational personnel of the Department. Recommendations for adjustments in the management and administration of the Department that would reduce deficiencies in the capabilities of the Department, reduce costs, and enhance efficiencies. The report required under subsection
(a)shall be submitted in unclassified form but may include a classified annex.
