The Secretary of Homeland Security shall assess the organization and management of the Department of Homeland Security’s research and development activities, and shall develop and submit to the Committee on Homeland Security and the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate, not later than six months after the date of the enactment of this Act, a proposed organizational structure for the management of such research and development activities.
The proposed organizational structure for the management of the Department of Homeland Security’s research and development activities included in the assessment required under paragraph
(1)shall include the following: A discussion of the methodology for determining such proposed organizational structure. A comprehensive inventory of research and development activities of the Department, and the proposed location of each activity under such proposed organizational structure. Information relating to how such proposed organizational structure will facilitate and promote enhanced coordination and better collaboration between the Under Secretary for Science and Technology of the Department and the offices and components of the Department. Information relating to how such proposed organizational structure will support the development of research and development priorities and capabilities across the Department. A discussion of the resulting cost savings and efficiencies from such proposed organizational structure. Recommendations for any necessary statutory changes. The Secretary of Homeland Security shall assess the organization and management of the Department of Homeland Security’s chemical, biological, radiological, nuclear, and explosives activities, and shall develop and submit to the Committee on Homeland Security of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate, not later than six months after the date of the enactment of this Act, a proposed organizational structure to ensure enhanced coordination and provide strengthened chemical, biological, radiological, nuclear, and explosives capabilities in support of homeland security. The proposed organizational structure for the management of the Department of Homeland Security’s chemical, biological, radiological, nuclear, and explosives activities included in the assessment required under paragraph
(1)shall include the following: A discussion of the methodology for determining such proposed organizational structure. A comprehensive inventory of chemical, biological, radiological, nuclear, and explosives activities of the Department, and the proposed location of each activity under such proposed organizational structure. Information relating to how such proposed organizational structure will enhance the development of chemical, biological, radiological, nuclear, and explosives priorities and capabilities across the Department. A discussion of the resulting cost savings and efficiencies from such proposed organizational structure. Recommendations for any necessary statutory changes.
