In this subtitle: The term appropriate congressional committees means the Committee on Homeland Security and the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate. The term explosives detection canine team means a canine and a canine handler trained to detect explosives and other threats as determined by the Secretary. The term risk means the potential for an unwanted outcome resulting from an accident, event, or occurrence, as determined by its likelihood and the associated consequences.
The term threat means an individual, entity, action, or natural or manmade occurrence that has or indicates the potential to harm life, information, operations, the environment, or property. The term vulnerability means a physical feature or operational attribute that renders an entity open to exploitation or susceptible to a given hazard.
