Paragraph

(1)of section 5112(p) of title 31, United States Code, is amended by adding at the end the following new flush sentence: This paragraph does not apply with respect to business operations conducted by any entity under a contract with an agency or instrumentality of the United States, including any nonappropriated fund instrumentality established under title 10, United States Code. .
