Sec. 604. Per diem allowance policies

The Secretary of each military department may not implement the policy in the memorandum dated October 1, 2014, titled UTD/CTS for MAP 118-13/CAP 118-13 – Flat Rate Per Diem for Long Term TDY , regarding per diem allowances, or any regulations prescribed pursuant to such memorandum, on or after the date of the enactment of this Act. The Secretary of each military department concerned may not implement a new policy regarding per diem allowances under section 474 of title 37, United States Code, until after the Secretary of Defense issues the report under subsection (b).
The Secretary of the military department concerned shall notify the appropriate congressional committees not less than 30 days before implementing a new policy regarding per diem allowances under section 474 of title 37, United States Code. Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall issue a report to the appropriate congressional committees regarding options to reduce travel costs incurred by the Department of Defense, including the adoption of practices used by private entities.
In this section, the term appropriate congressional committees means the congressional defense committees, the Committee on Homeland Security and Governmental Affairs of the Senate, and the Committee on Oversight and Government Reform of the House of Representatives.
