Sec. 344. Cost-benefit analysis of uniform specifications for Afghan military or security forces

Beginning on the date of the enactment of this Act, whenever the Secretary of Defense enters into a contract for the provision of uniforms for Afghan military or security forces, the Secretary shall require, as a condition of the contract, that the contract include a requirement that the contractor conduct a cost-benefit analysis of the uniform specification for the Afghan military or security forces uniform. Such analysis shall determine— whether there is a more effective alternative uniform specification, considering both operational environment and cost, available to the Afghan military or security forces; the efficacy of the existing pattern compared to other alternatives (both proprietary and non-proprietary patterns); and the costs and feasibility of transitioning the uniforms of the Afghan military or security forces to a pattern owned by the United States, using existing excess inventory where available, and acquiring the rights to the Spec4ce Forest pattern.
