Section 1614 of the National Defense Authorization Act for Fiscal Year 2017 ( Public Law 114–328 ) is amended— by redesignating subsection
(d)as subsection (e); and by inserting after subsection
(c)the following new subsection (d): The Secretary of the Air Force shall implement the plan developed under paragraph
(1)of subsection (b), and the Director of the National Reconnaissance Office shall implement the plan developed under paragraph
(2)of such subsection, unless the Secretary and the Director each make a waiver under subsection (c). .
