The authorized number of military technicians (dual status) as of September 30, 2018, for the reserve components of the Army and the Air Force (notwithstanding section 129 of title 10, United States Code) shall be the following: For the Army National Guard of the United States, 25,507. For the Army Reserve, 7,427. For the Air National Guard of the United States, 21,893. For the Air Force Reserve, 10,160. Notwithstanding section 115 of title 10, United States Code, the end strength prescribed by subsection
(a)for a reserve component specified in that subsection may be increased— by 3 percent, upon determination by the Secretary of Defense that such action is in the national interest; and by 2 percent, upon determination by the Secretary of the military department concerned that such action would enhance manning and readiness in essential units or in critical specialties or ratings.
