Section 2844 of the Military Construction Authorization Act for Fiscal Year 2013 (division B of Public Law 112–239 ; 126 Stat. 2157) is amended by adding at the end the following new subsection: The real property described in subsection
(a)may not be conveyed to the Department or any other governmental, public, or private entity unless the recipient agrees— to prohibit the commercial development of the real property; and to conserve and protect the ecological, scenic, wildlife, recreational, cultural, historical, natural, educational, and scientific resources of the real property. The conditions imposed by paragraph
(1)do not prevent the recipient of real property described in subsection
(a)from conveying all or a portion of the real property to a public land trust so long as the public land trust agrees to comply with such conditions. In this subsection, the term convey includes any transfer of administrative jurisdiction over the real property described in subsection
(a)to another Federal agency. .
